"Operation Zebra" was the name of the special investigation to track down racially motivated serial killers who were randomly slaying white people in San Francisco. Black residents, including women, children, and the elderly, were stopped by police, leading to accusations of racism and the cessation of the tactic. In early May, testimony from a man who had been present for some of the killings led to the capture of several members of the Death Angels, a Black Muslim group. This leaflet criticizes the dragnet as a racist tactic reflecting police desire to instill fascist terror, comparing it to the South African pass system.
