Howard was an Alabama Populist Congressman who moved to Los Angeles in 1910 in pursuit of a career as a novelist and screenwriter. In the 1920s he met Benito Mussolini and became a committed Fascist penning "Fascism: a challenge to democracy" and editing the right-wing, anti-New Deal, anti-Labor periodical "The Awakener". This novel is one of his early romantic efforts about a young woman and her family moving into a small town in Tennessee. Peggy ends up having a film made about her and going to Washington DC.
