The USPD was established in 1917 in a split by anti-war members of the Social Democratic Party of Germany. In 1918 the Spartakusbund, led by Rosa Luxemburg and Karl Liebknecht, had in turn split away from this group. The remaining Party pushed for the introduction of a system of councils instead of a parliamentary democracy, and grew to about 750,000 members by the Spring of 1920. However, a debate over whether to join the Communist International in 1920 led to the fragmentation of the Party. This Program was issued after the The Berlin March Battles of 1919.
