Explains the need for pensions for workers in their old age: "Any toiler who has faithfully labored for a meager wage for 20 years or more has created more wealth than a pension in old age can repay." Berger, a Jewish immigrant elected to Congress on the Socialist Party ticket, was the first to introduce a bill for pensions for the elderly, proposing, in 1911, payments of $4 a week for pensioners.
