The word sarvodaya means cultural improvement equally, for all classes of people. The basic practice is to chant the medieval Buddhist verse popularized in the West by Daisaku Ikeda (eventually scandalized out of office). Fujii, less well-publicized, may not have overreached as Ikeda did.
