The Committee wanted to double subway fares to ten cents, as a way of fully funding the transit system without raising taxes for the general public. "The battle of the subways can be won for the people of New York if our city officials will forget politics and lead the fight for a safer and better municipal transit system by creating a transit authority and establishing a self-sustaining fare to pay for needed improvements. Let the people decide this issue at a popular referendum."
