Fukuda was born in Japan and immigrated to San Francisco where he founded the Konko-kyo Church. During World War II, he was one of the first Japanese men to be arrested due to his classification as a Group A prisoner. He was sent to Lordsburg, NM and was present during the infamous murders of two elderly internees. Eventually he was sent to Crystal City, and served as an interpreter for Peruvian-Japanese internees.
