Baker, a lifelong conservative, was infamous for her opposition to the designation of Manzanar as a historic site, the use of the phrase "concentration camp" to describe the sites where Japanese Americans were incarcerated, and any form of redress for Japanese Americans. She believed that Japanese Americans were free to leave at any point. At one point she assaulted a Nisei veteran who was testifying at a hearing of the Commission on Wartime Relocation and Internment of civilian.
