The first of two articles briefly announces release of the Hittell papers, deposited at Sutro in 1918 with proviso they stay confidential for some time, as of 1956 accessible to scholars; the second article reprints an anonymous petition to Parliament, published in Dublin in 1743, advocating absolute prohibition of speech, that is, all human vocalizings, most especially articulate. A worthy inspiration deriving from Swift's 1929 "Proposal"
