Oakland: the Center, 1989. Approximately 12x10 inch certificate with appointee's name filled out in Chinese (the English side left blank). His name in Mandarin would be pronounced Wu Decheng. Very good. Also included are two other certificates for the same individual from local KMT-related organizations, both with stains.
