Occasioned by the Soviet proposal to follow up the Potsdam Agreement; the US State Department sat on the note for sixteen days while thinking up a reply. Journalist Dorothy Thompson observed "that in 30 years of journalism I have never known such pressure for conformity, such withholding of basic historical knowledge.." Max, at this time, was editor of The Worker and the Daily Worker.
