Calls for a referendum on whether to join the war in Europe. "Vigilance is required lest the Conscription Act be employed to militarize all youth into a Totalitarian system." Dated Aug. 8, 1941. The honorary chairman of the Congress was Oswald Garrison Villard; vice-chairmen listed on the flyer include Oscar Ameringer, Harry Elmer Barnes,and others. Originally sent with a pledge card.
