Published by Socialist Organizer in the U.S. but edited in Paris, this journal is the magazine of the what is known on the Trotskyist left as "Lambertists" due to the name of the founder of this current, Pierre Lambert. The focus generally for these issues is the decline of capitalism, specifically the rise of globalization and the framework of privatization, austerity and war that this engenders. The current was originally part of the International Committee of the Fourth International formed in 1953. Supporters of this current didn't reunify in 1963 when most of world Trotskyism reunited under the impact of the Cuban Revolution. Lambert, et al, stayed out of this reunification and declared, along with Gerry Healy, thuggish leader of the British Socialist Labour League. In 1974 Lambert, et al, left the lunacy of Healy current to form the Organization Committee for the Reconstruction of the Fourth International (OCRFI). 6 years late they united with Argenintinian Trotskyist Nahual Morneo to form the "Parity Committee" for the Fourth International. This lasted two years and the Lambertists left to forum the Fourth International (International Center for Reconstruction). Under the impact of the collapse of the Berlin Wall and the USSR, they moved to "re-declare" the "Fourth International" and used that term for the next 20 years.
