Uhuru House, affiliated with the African People's Socialist Party, gathered enough signatures to place the measure on the ballot. If it had passed, it would have created socialized housing under the control of autonomous “Community Control Housing Boards” in various parts of the city. It was soundly defeated, as was a similar proposition in 1986.
