Articulation of the Council's anti-Zionist position, rejecting the concept of Jewish nationalism. Berger's views became increasingly controversial after the war when some saw him as unsympathetic toward the plight of Holocaust survivors who had few options other than resettlement in Palestine. He was forced to resign under pressure from the ACJ in 1968, but continued anti-Zionist advocacy until his death.
