Voeller formed the NGTF (now the National LGBTQ Task Force) in 1973 after becoming disillusioned with the NYC Gay Activists Alliance. Voeller coined the term Acquired Immune Deficiency Syndrome. The letter included was the second such of a series and speaks of the anti-gay legislation in Minnesota and Dade County.
