Federal subsidies (childhood vaccination programs are advanced to illustrate the point) "by managing more than 90 federal subsidy programs accounting for the expenditure of 12 billion dollars, is extending a powerful hand into the affairs of all the States." This is a states-rights argument for what happened later under Reagan, Bush and Clinton, from a "commission" put together in 1956 to fight desegregation. The writing is high-minded and legalistic.
