"The following steps were worked out by a suburban community in the Chicago area. The community has an official Human Relations Commission established by municipal ordinance, and a voluntary human relations council...." Goes on to suggest methods of preventing community breakdowns from neighbors rushing to sell homes, the spread of rumors, or possible violence. Includes such suggestions as identifying the adolescent males in hostile families, in case of incidents.
