Six pages each, vertical fold crease, earlier issue edgeworn with a "vertical file" label and stamp in upper right corner of front cover. Cover design features the Dai Viet flag over an outline map of both North and South Vietnam.
Contents include critique of Diem's autocratic rule, described as helping the communists while at the same time being so ineffectual that Diem cannot achieve his own objectives. Second issue is devoted to arguing against neutrality for Vietnam, warning that it would result in communist victory. Text is in English.
