OCLC shows a number of copies, all noted as being published by the Government Printing Office in Washington, D.C. in 1918, with "Department of Labor. Office of the Secretary" at head of the title, which this copy lacks along with any publication information. It's likely this copy was the first printing preceding the 1918 issue.
