Vita states that "from 1942 to 1945 the author was a member of the underground movement against the French colonial regime and the Japanese occupation forces. In 1945, after the Japanese defeat, he was Deputy Chief of Staff for Special Operations, Vietnamese Liberation Army, in Hue. Later he became Chief of Staff of the Lao-Viet Liberation Armies in Vientiane. After a year as a journalist, he joined the Vietnamese Foreign Service in 1951 and after assignments in many parts of the world, was named charge d'Affaires in Washington in 1963" At time of writing lived in Washington DC.
