Council on Foreign Relations, New York. 1943, 385-776p., pebbled fabrikoid casebinding with spine titling gilt, mottled endpapers, sprinkled edges. Both issues lack original wraps. Mildly shelfworn; the binding, while not crude, is no work of bookbinder's art. The Armstrong editorship succeeded a heavy Dulles presence in the 1930s, both Foster and Allen. Allen is here listed as being on the advisory board, but his attention was by this time diverted into learning to run real agents. On page 721 find a twelve-page article, "The realities in Africa, European profit or Negro development?" by W. E. B. du Bois
