"The international control of narcotic drugs may at first sight appear unnecessarily complex," &c &c, from p.357, but the trustee president is upbeat: in what must be one of Alger Hiss' last official pronunciamentos, his page-long Preface at p.301, he declares drug control to be "one of the most significant and effective achievements in the field of international organization."
