The bulk of the report is dedicated to the Board’s perspective on accusations of corruption and malfeasance lodged against its president by one of its own members, secretary-treasurer Curtis Sims. Sims was suspended in retaliation for his complaints, which were widely reported at the time, but the AFL-CIO later came to support his perspective and threatened to oust the Bakery and Confectioners’ Union unless it dismissed its president, James Cross. This report details the internal rules and organizational disputes that led to the union leaving the AFL-CIO, while defending the union’s actions and internal democracy.
